OpenAI and Microsoft appear to be moving in distinct directions.
Both Microsoft and OpenAI might be making moves to become more independent.
On Wednesday, the Wall Street Journal reported that OpenAI signed an agreement to access Oracle compute, a deal that could be worth $300 billion. This appears to be separate from their agreement in July to develop 4.5 gigawatts of additional Stargate data center capacity for the project OpenAI announced earlier in the year. Oracle declined to comment.
On the other hand, OpenAI's longtime investor Microsoft isn't denying or confirming claims that it will use Anthropic's technology for some features in Office 365 applications. The Information reported on Tuesday that Microsoft was breaking away from exclusively using OpenAI for applications such as Word, Excel, Outlook and PowerPoint.
If either move proves true, it will provide an additional sign of the ever-changing AI landscape.
The Oracle-OpenAI report comes after Oracle's quarterly earnings call, when the vendor revealed that it signed significant cloud contracts with vendors such as OpenAI, xAI, Meta, Nvidia and AMD. OpenAI did not respond to a request for comment before publication.
"The metrics seem to be aligning with booking and delivering some of these large compute contracts," said Chirag Dekate, an analyst at Gartner.
He added that deal seemed complementary to Stargate, focused on tapping into and locking in GPU, Dekate said.
OpenAI has also been active in the past few months, including the launch of an AI data center initiative -- Stargate Norway -- in July and a reported deal with Google for cloud computing resources.
"They seem to be laying out the groundwork for an extreme scale inference execution motion," Dekate said. He added that much of the inference scaling OpenAI supports today is for consumer products and applications such as ChatGPT.
With the reported Oracle deal, the question becomes what about OpenAI’s deal with Microsoft?
"Microsoft still holds the right of first refusal," Dekate said. "What this seems to imply is that OpenAI is growing faster, and as a result, needs access to extreme scale capacity faster and how to pay for it."
Microsoft echoed that its relationship with OpenAI will continue, despite reports that it will buy Anthropic AI technology.
A Microsoft spokesperson said, "OpenAI will continue to be our partner on frontier models, and we remain committed to our long-term partnership."
While the vendor has invested over $13 billion in OpenAI in the last seven years, Microsoft has continued to diversify its portfolio by offering different provider models such as xAI's Grok and Anthropic's Claude through GitHub Copilot. Last month, the cloud provider also introduced its first in-house models, MAI-Voice 1 and MAI-1-preview. The Azure AI Foundry offers more than 11,000 AI models from different providers.
"With the recent announcements of the MAI-1-preview, Microsoft has already signaled that the relationship with OpenAI is changing," said David Menninger, an analyst at ISG Software Research. "Microsoft, like other hyperscalers, will be in coopetition with OpenAI -- offering competition from some groups and cooperation from other groups within the company.
"The developments from both vendors to become less intertwined also seem to be related to their different overarching goals.
"OpenAI has been chasing AGI [artificial general intelligence] for so long," said Bradley Shimmin, an analyst at Futurum Group. He added that the goal has influenced its go-to-market strategy. "For the enterprise buyer/customer, that's not their priority."
On the other hand, Microsoft's reported move to buy Anthropic's AI technology is a testament to its growth as a frontier model maker focused on responsible AI, Shimmin said.
Besides its responsible AI efforts, Anthropic has become a leading vendor for agentic tooling and code generation, which aligns with Microsoft's strategy.
"Microsoft is above all else, a tool company that builds for builders," Shimmin said.
But Microsoft might also see a business opportunity, according to Menninger.
"There are a lot of cloud cycles consumed by Anthropic customers," he said. "Microsoft wants a share of that business."
Partnering with Anthropic Microsoft compete with Google, which has been moving quickly in the last year after its latest release of Gemini 2.5.
"If Microsoft wants to out-engineer the competition, meaning Google in delivering AI, I don't think they're going to be able to catch up on their own," Shimmin said.
Partnerships appear to be playing an increasingly crucial role for Microsoft. On Monday, infrastructure group Nebius unveiled an agreemnt for Microsoft to lease computing power from Nebius' GPUs in a cloud deal worth $20 billion over the next five years.
